2022 Bill Pay Assistance Available

The moratorium on residential service disconnection ends April 15th each year. Customers with a past due balance are encouraged to contact Kaukauna Utilities Customer Service Department for payment arrangements. We understand customers have unique circumstances and hardships. Our goal is not to disconnect, but to be flexible and work with each individual customer’s needs. Our friendly customer service staff is available Monday through Friday, 7:30am – 4:00pm at 920-462-0234.

BILL PAY ASSISTANCE AGENCIES:

Wisconsin Home Energy Assistance Program (WHEAP)

The WHEAP provides assistance for heating costs, electric costs, and energy crisis situations. Operating with federal and state funding, the program provides assistance to approximately 225,000 Wisconsin households annually. Whether you use wood, propane, natural gas, electricity, or fuel oil to heat your home, energy assistance is available if you qualify.

How to apply – Your household may be eligible for WHEAP services based on a number of different factors, including if your gross household income qualifies for assistance. A Home Energy Plus application must be completed through your local WHEAP agency. To apply, please call 1-866-HEATWIS (432-8947) or visit www.energybenefit.wi.gov. Applications are processed October 1 to May 15 each year.

Income levels – When applying for Energy Assistance, applicants are asked certain confidential questions related to their household size, household income, and annual energy cost. The following table lists income guidelines for eligibility, or visit the WHEAP website.

Info needed to apply –

  • Customer/household member information – social security number, date of birth, income information from all sources.
  • About the energy fuels used – fuel type(s), utility bill account number.
  • About landlord or property management company, if applicable (application cannot be processed without this information) – first and last name or full company name, address, phone number.
  • It is highly recommended to upload any pertinent documents (income, tax, fuel/utility bill, power of attorney, proof of citizenship, rental lease, etc.) to expedite the application process.

Wisconsin Emergency Rental Assistance (WERA)

Are you struggling to pay rent, utilities, and other bills due to the COVID-19 pandemic? The WERA program assists qualifying households with up to 12 months assistance for current and/or overdue payments.

  1. To directly connect with a WERA eligibility specialist, call 833-900-9372.
  2. If you have not yet qualified and received WHEAP benefits for this program year:
    1. Apply for WERA income eligibility online here.
    2. You must also complete the applicant and landlord requirements for WERA assistance here.

Low-Income Household Water Assistance Program (LIHWAP)

The LIHWAP provides financial assistance to low-income households to restore disconnected water services and to pay arrears preventing disconnection of water service. If you have a past due water and/or sewer bill from your utility company, you may qualify for LIHWAP benefits. Applicants will need to provide:

  • Your most recent water bill
  • Social Security #
  • Written proof of your household’s gross income for the one month prior to your application, such as:
    • Payroll stubs
    • Child support printout
    • Unemployment printout
    • Social Security benefit verification letter

Leaven Fox Cities

Leaven provides limited financial assistance to people who are struggling to meet their basic needs and have nowhere else to turn for help. More information available on their website – leavenfoxcities.org/ – or by calling 920-738-9635.

Outagamie County is also administering a Community Development Block Grant (CDBG) to assist low- and moderate-income residents within the County who are struggling with or have fallen behind in mortgage, rent, and/or utility payments. To qualify for financial assistance, a qualified resident must demonstrate an adverse impact occurred as a result of the COVID 19 virus. Wisconsin Help for Homeowners (WHH)

WHH is a new statewide program that can help with overdue bills like mortgage payments, property taxes, and utilities. The program is open to homeowners in Wisconsin with overdue housing-related bills, both with and without a mortgage, who meet income and other eligibility requirements, and have experienced a qualified economic hardship since January 21, 2020. The $92 million federally funded program will provide a maximum of $40,000 in assistance for eligible households.
